To publish apps in playstore we must have android developer account from google.For making better and quality apps we must have some rules.To open android developer you must pay 25$ for registration fee one time.This is valid upto life time.
I am also android developer.I tried lot so many google searches.From results i thought its been difficult task.Some one says you must have credit card.Credit card offered only account that have money above 25000.You may wait for month.go that bank instead of another.....i tried my canara bank debit card and my neighbour sbi card.but didnt they help.

To open developer account you need master card(international debit card) which offered by sbi with no cost with minimum deposit of 2000 in my area.
Go to your nearest sbi or any other bank.create a new account if you havent already.ask them for provide international debit card.i think it is a plantinum card.you dont need to have a credit card for android developer account.
Go to google play console and goto registration fee page.enter card and other details.net banking not allowed you only provide card details.there would be a message confirms that card is valid or not.
After that click on pay button. A msg will
confirm that your succesful registration.to me it takes a single day to signin to google play console.but it may differs.your email id is the key for signin to the google play console.
